Weight lifting for women

Hello,

Thanks for opening this site and answering our questions to help us in our path of getting fit. It's nice of you :)

I have a question regarding weight lifting for women:

I am 5 ft 5 inches, and weigh 110 pounds. I look decently thin (noone would look at me and say I need to gain more weight). The problem is I have fat around my abdomen, which I know I can work off into muscles. I was planning to lift some weights stressing on the stomach muscles and backarms (another flabby area). My question is, do I need to do cardio or would lifting weights be enough to convert the fat around the targetted area into muscles?
