Low Carb Fitness Plan

I have been doing phase one of low carb diet for over two years now. I lost over 60lbs but am having trouble losing the last 10 or 15 lbs I would like to lose. I know this diet is not healthy but Im scared to start eating carbs bc I dont want to gain the weight back. I have also been jogging and biking more frequently in the last year. So I excersize and eat pretty healthy low carb options but am still having trouble losing. Can anyone help me?
